Which country has the cheapest (most value for dollar invested) army?
Say you have a total budget of $10 million. Which country can give you the best value army (trained personnel -- do not count equipment) for that $10 million? (Pretend your opponent also has $10 million and is going to try to overtake your army) Let's also say that you only get $5 million for equipment -- so you can't spend too much on anything fancy.

- I could whip up a whole lot of chemical weapons for $5M. I'd reserve some for small arms, though. The $10M would be spent on guerilla warfare training, EandE, and I'd do it right here at the Western Hemisphere Institute for Security Cooperation (School of the Americas). 20 years ago, they trained some of the best darned guerilla fighters and terrorists in the world.
